By-election to replace councillor accused of calling resident a "stupid old cow"

A BY-ELECTION takes place next month, to replace a councillor who resigned after an incident in which he called a woman a “stupid old cow” was made public.
Geoff Evans is alleged to have said the words to Margaret Lister, 72, after she phoned her councillor with Eastfield Parish and Scarborough Borough councils to inquire why an item on her council tax bill had doubled since the previous year.
After saying to him, "You don't know and you're a councillor?" he replied, "You're a stupid old cow" and hung up.
The incident was investigated by Scarborough Borough Council's standards committee, which found him in contempt of council procedures.
It also ordered him to make a written apology, saying if he did not, it would issue a press release on the matter. He refused to do so and shortly after the issue became public, he resigned from both councils.
Mr Evans admitted using the offending words, but said Mrs Evans had insulted him first, which she denies.
He also said his human rights had been infringed because he was not allowed to put his side of the story to the Standards Committee. He was told that was because he had failed to co-operate with the initial stages of the investigation.
The by-election to elect a new councillor to the Eastfield ward of Scarborough Borough Council will be held between 7am and 10pm on Thursday, November 21.
