Prison training cuts criticised

INSPECTORS say the cancellation of training courses at a young offenders' centre is completely unsatisfactory and deeply disappointing.

Concerns have been raised about education services at Northallerton Young Offenders' Institution.

The annual report by the Independent Monitoring Board criticises the company running the courses for delays over the appointment of new staff.

The report states: "This has resulted in the unnecessary closure of the workshops and the interruption of much- needed new vocational courses, exactly the sort of training likely to appeal to and enthuse young offenders."

Inspectors say this is hindering the Government's aim to increase purposeful activity for offenders. The report adds: "The board regard this situation as completely unsatisfactory and deeply disappointing."

The staffing problem is blamed on poor rates of pay compared with similar jobs outside the prison.

A new workshop opened in January offering painting and decorating, joinery and the construction industry site safety certificate. Training at the institution is run by City College Manchester.

A spokesman declined to comment until managers had seen a copy of the report.

The document highlights other issues, including the practice of only allowing offenders in the segregation unit a shower every three days. Inspectors say this is not in line with the 'current emphasis on decency.'

Concerns raised in previous reports are again mentioned. These include inmates having to eat in cells with lavatories, doubling up in cells and the lack of external recreation facilities.

For the third year in a row, the board highlights inappropriate transfers of offenders to Northallerton.

The report goes on to commend the institution for the sympathetic approach of staff following the death from natural causes of inmate Glen Sears. Staff in the segregation unit, induction staff, diversity officer and the chaplain are also praised.
