Have any of the people complaining looked into what happened in Aberystwyth when they did away with traffic wardens for a while? (In fact, has Eric Pickles?)
Even for one person, parking in town is cheaper than getting there by bus, as long as they stay for a couple of hours. For a family, there's just no competition in price and paying to park wins hands down. Businesses in town might want to look into the relative spending of people arriving by bus and by car.
When compared to the petrol costs for driving to Teesside Park, parking is still cheap. Add in the queue to get in, to get parked and to get out again, and, if your time's important to you, it becomes more 'costly'. Imagine those queues to get into town and wondering whether or not you'll get a parking space.
